Fernando Lobo holds a bachelor’s degree in law from the Pontifical Catholic University of São Paulo (PUC-SP), a master’s degree in State Law from the University of São Paulo Law School (USP), and an LL.M. in Government Procurement Law from George Washington University (GWU). During his studies abroad, he was part of the Field Placement Program at The World Bank’s Office of Suspension and Debarment, in Washington, DC.
