“The New Law of Bids and Government Contracts has transformed the scenario of government procurement in our country. It introduced a new modality, that is: competitive dialogue, extinguishing two old ones (price taking and invitation) and also preparing the ground for electronic purchases, with novelties in terms of electronic catalogs, accreditation and the creation of a National Public Procurement Portal. It is a diploma that basically compiled and updated three previous laws: the General Law of Bids and Contracts (Law 8.666/1993), the Auction Law (Law 10.520/2002) and the RDC Law (Law 12.462/2011), and is also the result of the absorption of numerous infra-legal normative acts, as well as the jurisprudence of the control bodies, with emphasis on the Courts of Auditors.
